Let’s get to know the silent ห- words. This ห– is not pronounced when it precedes low class consonants. ห is there to indicate the tone of that word. It is similar to the silent อ form. Therefore, when you see ห (h) before a low class consonant, you follow the ‘high class consonant tone’s rules’.
